“Under 18” is not one rule. On the aesthetic side the booking itself is what the law reaches, so the desk refuses. On the dental side it refuses to decide, because whether a young patient can consent is a clinician’s judgement and a booking desk must not make it. Same caller, same age, two different answers — and the reason is written down either way.

There is a fourth outcome for that: declined by policy. It says the clinic will not do it, not that it would be unlawful.
Reading an enquiry for an age nobody stated
- The age rules read a stated age. They cannot read “it’s for my daughter”, “she’s in year 11”, or “her dad will bring her after school” — none of which states an age and all of which mean the same thing.
- A model reads for those, and it may only ever cause the desk to ask. It cannot permit a booking, confirm an age, or decide that consent is fine. That is enforced in code.
- Measured on ten enquiries written afterwards: it caught all five that needed an age established, and asked none of the five plainly-adult callers.
